Strategic Planning is crucial for Rural Transit but unfortunately a process that few Rural Transit providers have the means to complete. In partnership with the Northwest Commission Transportation Advisory Committee, CATA completed an initial 5-year Strategic Business Plan (SBP) in 2018. An update to this plan was completed in July 2022 and will guide the strategic direction of CATA for the next 5 years. This aggressive plan will direct CATA's future activities and ensure continued success as a low-cost, nationally recognized Rural Transit provider. The SBP focuses on 4 primary Goals and Objectives: Workforce & Personnel, Operations & Service, Finance and finally Stakeholders & Riders.
The Northwest Commission's Coordinated Public Transit - Human Services Transportation Plan (Coordinated Plan) satisfies the federal requirements enacted under the Moving Ahead for Progress in the 21st Century Act (MAP-21), as well as the more recently adopted Fixing America's Surface Transportation Act (FAST Act). The Coordinated Plan identifies the needs and gaps in human service transportation for seniors, persons with disabilities, and low-income individuals in the Northwest Pennsylvania region. The Plan also serves as a guide for the use of federal funding from the Section 5310: Enhanced Mobility for Seniors and Individuals with Disabilities Program.

CATA is committed to a sustainable planet. Our Climate Action Plan address how transportation and mobility have key roles in reducing emissions.
PA Act 89 of 2013 provided assistance to local communities to study and implement regionalization of public transportation services to assist in cost control, quality improvements and to better meet the needs of local communities. In 2013 the counties of Clarion, Crawford, Forest, Venango and Warren began phase 1 of this assessment towards a regional transit entity. Phase 2 was completed and is available for viewing .
